Fair Districts PA is a nonpartisan group focused on the issue of redistricting reform. FDPA supports creating an independent commission to ensure transparent, impartial, and fair redistricting. Please see county FDPA pages for Event Listings. FDPA and THE NEED FOR REDISTRICTING REFORM Democracy means voters choose their politicians. Current Pennsylvania law lets politicians choose their voters. Current PA law puts state legislators in charge of redistricting—the process of redrawing voting districts, which happens every 10 years to reflect population changes. It happens next after the 2020 census. Letting legislators draw their own districts is a conflict of interest: *Legislators work behind the scenes with no oversight or standards for fairness. *They use mapping technology and big data to profile voters, and use that information to pick exactly who they want in or out of a voting district. *They accept money from parties, super PACs, and outside interests, which all target PA because we are a populous swing state with lax campaign finance laws. *They can and do draw whatever boundaries will maximize their influence, minimize their accountability, and keep their seats in office secure. The key change FDPA advocates: Appoint an impartial, independent citizens commission to direct the process—not politicians drawing their own district lines. States that have put citizen commissions in place have seen improvements in representation, competitiveness, and voter trust. Fair Districts PA supports *PA Senate Bill 22, a bipartisan proposal introduced by Senators Lisa Boscola, a Democrat, and Mario Scavello, a Republican, in February 2017. *PA House Bill 722, a bipartisan proposal introduced by Representative Eric Roe, a Republican, and Representative Steve Samuelson, a Democrat, in April 2017. We believe this pair of bills is the strongest proposal on the table today, and represents the best chance we’ve had in decades to enact redistricting reform in Pennsylvania.
